Third IPPC General Survey (2026)

The Third IPPC General Survey is a key initiative of the IPPC Observatory to better understand how National Plant Protection Organizations (NPPOs) implement the International Plant Protection Convention (IPPC) and relevant International Standards for Phytosanitary Measures (ISPMs) at the national level. The survey aims to generate reliable, comparable, and actionable information to support IPPC standard-setting, implementation, and capacity development activities.

Building on lessons learned from the first (2012) and second (2016) IPPC General Surveys and a subsequent comparative analysis, the third general survey has been fully redesigned to enhance its focus, methodological rigor, and strategic value. The redesigned approach aligns closely with the Convention text, streamlines the scope, and reduces reporting burden, while enabling progress to be monitored over time.

The redesign and implementation of the survey are overseen by the IC Subgroup on the IPPC Observatory, with contributions from the Implementation and Capacity Development Committee, Standards Committee, Regional Plant Protection Organizations, and the IPPC Secretariat.
