Enhancing quality of new proposals to be included in IPPC work programme


Background

As agreed by the Commission on Phytosanitary Measures (CPM) at its 13th session, a combined Call for Topics for Standards and Implementation resources for inclusion in the IPPC work programme was made for the first time in 2018. The Call is held every two years, except the current Call, where the CPM at its 14th session agreed that the Call for Topics would be refined and streamlined for the next Call in 2021 to capitalize on new ideas from the IYPH 2020 activities for topics for the IPPC work programme.

Contracting parties and regional plant protection organizations (RPPOs) should submit their topic proposals prior to 15 September 2021

Topics may include standards, such as new topics for International Standards for Phytosanitary Measures (ISPMs); new components to existing ISPMs, such as supplements, annexes, appendices, or glossary terms; revisions or amendments to adopted ISPMs, supplements, annexes, appendices, or glossary terms; pests for which a new diagnostic protocol should be developed. In addition, topics may also include implementation resources, such as new implementation resources (e.g. guides, e-Learning courses, training kits, videos) and revisions to existing IPPC implementation resources.


Objective

The overall objective of the webinar is to strengthen the capacity and cooperation of NPPOs or RPPOs and raise awareness, enhance understanding, and improve the quality of the submissions. The webinar aimed to demonstrate the refined Call for Topics process and actions to ensure the high quality of the submissions. The webinar also allowed participants to raise questions and clarify the submission process during the questions and answers session.


Expected outcomes

  • Demonstrated new ways for submission;
  • Explained in-depth how to complete the electronic submission forms and why they are beneficial;
  • Capacity development for better coordination at the national and regional level;
  • Better understanding of importance of cross-regional and global support of submissions;
  • Enhanced knowledge on the factors limiting the approval of new topics and references that should be used to ensure the relevance of proposals for the IPPC Community;
  • Raised awareness among the IPPC community on the Call for topics and the submission process;
  • Increased understanding of the information required to develop successful submissions;
  • Submissions are effectively coordinated at the national, regional and inter-regional level;
  • Participants are encouraged to seek support in planning and developing their submissions from Bureau, IC, and SC representatives or their RPPO.

The webinar was held virtually on 21 June 2021 at 9:00-11:00 and 17:00-19:00, Rome time.


Language

The webinar was held in English with simultaneous interpretation into French and Spanish languages.
