17 May 2019, Rome - The fourth meeting of the Implementation and Capacity Development Committee (IC) was held from 13 to 17 May 2019 at FAO Headquarters in Rome, Italy. Participants discussed several strategic issues, reviewed the IC s activities and approved work plans for the groups under their oversight.
Participants looked at how to align the IC s activities with the IPPC Strategic Framework (SF) 2020-2030 whose content was endorsed at the recent Commission on Phytosanitary Measures (CPM-14). They then looked at how to update the IPPC National Phytosanitary Capacity Development Strategy and agreed to gather ideas at the IPPC Regional Workshops and other venues. They will present these proposals at the next IC meeting in November 2019.
The Phytosanitary Capacity Evaluation (PCE) Strategy 2020-2030 was also approved. The PCE allows countries to assess their phytosanitary capacity. This, in turn, allows them to develop a national strategy for implementing the IPPC Convention, International Standards for Phytosanitary Measures (ISPMs) and CPM recommendations.
The IC and Standards Committee (SC) discussed ways to improve collaboration. One way to do this would be to identify potential implementation challenges during the standard setting process and share them formally with the IC.
