The 5th CPM Strategic Planning Group (SPG) Meeting was held from 4-6 October 2016 in Rome, Italy, with the theme IPPC Contribution to Achieving UN SDGs for 2030 Agenda. The meeting was chaired by Mr Francisco Javier Trujillo Arriaga, the Vice CMP Bureau Chair, and opened by Mr Jingyuan Xia, the IPPC Secretary. Over 30 participants attended the meeting, who came from more than 25 IPPC contracting parties as well as all team leaders of the IPPC Secretariat.
Mr Xia made a keynote presentation on the IPPC contribution to achieving UN SDGs for the 2030 agenda during the meeting. He briefed to the participants some background information on the UN SDGs for 2030 agenda, such as why are SGDs needed, what are the SDGs, when should SDGs be implemented, and how should the SDGs be achieved. He also demonstrated several cases studies on how the different organizations or agriculture sectors contribute to achieving the UN SDGs for 2030 agenda, including FAO s contribution to the SDGs, Codex s contribution to the SDGs, and Plant Health Contribution to the SDGs. He highlighted that IPPC directly contributes to six SDGs in following three key areas:
Food Security and Poverty Reduction. Here, the IPPC works directly for SDG #1 on No Poverty, through increasing farmer income by protecting their plants and plant products from pests; and increasing farmer income by promoting agriculture trade as well as employments. The IPPC also works directly for SDG#2 on Zero Hunger, through increasing food availability, enhancing food accessibility, promoting food affordability, and ensuring food safety.
Safe and Efficient Trade. Here, the IPPC is closely related to SDG #8 on Decent Work and Economic Growth, through promoting fair practices in agricultural trade by eliminating trade restrictions and barriers; and increasing Aid for Trade support for developing countries. The IPPC is also closely related to SDG #17 on Partnerships for the Goals, through promoting a universal, rules-based, open, non-discriminatory and equitable multilateral trading system under the WTO; and increasing the exports of developing countries, in particular with a view to doubling the least developed countries share of global exports by 2020.
Biosecurity and Environment Protection. Here, the IPPC contributes directly to SDG #13 on Climate Action, through strengthening resilience and adaptive capacity to climate change-related issues; integrating climate change-related pest issues into national policies, strategies and planning; and increasing awareness-raising and institutional capacity on climate change-related pest issues. The IPPC also contributes directly to SDG #15 on Life on Land, through ensuring the conservation, restoration and sustainable use of terrestrial and inland freshwater ecosystems and their services; and preventing the introduction and reducing the impact of invasive alien species on land and water ecosystems; and controlling or eradicating the priority species.
At the end, Mr Xia made a proposal to the SPG on initialization of Strategic Planning of the IPPC for 2020-2030 by developing and adopting the IPPC Strategic Framework for 2020-2030 in line with the UN SDGs for 2030 Agenda.
