From my consideration: The difficult moments that our region and most of the countries around the world are facing have made governments take increasingly drastic measures to guarantee the health of the population.
The National Government of Ecuador restricted mobility to the maximum level, in the entire territory, with the object to keep under control new contagions by COVID 19. These measures involve from total mobility restriction, up to periods of restricted and controlled circulation. Also, there is a limitation of commercial flights and therefore the suspension of postal services, which is why exporters, cannot physically send the Phytosanitary Export Certificates - CFE to their importers.
In this context, and in order to prevent the spread of this dangerous virus through physical contact and agglomeration of people in public spaces, Agrocalidad has seen the need to look for alternatives, in order for Ecuadorian shipments to be able to reach our trade partners without having any difficulties due to documentary (administrative) issues.
With this background, we kindly request the acceptance of the Phytosanitary Export Certificates issued digitally (scanned document) that will be sent to the exporter after the inspection, complying with the internal controls, and at the same time the staff of your official service, may review the digital document on the web platform that Agrocalidad is developing.It is important to mention that the platform will be available starting on march 25th 2020 from 14:00 with the following link https://sistemas.agrocalidad.gob.ec/sizse/publicAgr/publicCertFitSvAgr.aspx. By entering the certificate number, you can view the issued document by our institution that guarantees its authenticity until the gravity of the circumstances diminishes and the physical document can be delivered once conditions improve. Until the platform becomes available the scanned phytosanitary export certificates will be sent through our institutional mail.
We are aware that similar measures are being applied in other countries, so we are confident that exports will be able to reach their destination. I will greatly appreciate your response to this special request. As well as informing the authorities responsible for border controls on this matter in order to be able to fulfill the necessary processes for the release of shipments.
