Argentina. New security measures for Phytosanitary Certificate in paper

Se notifica la implementación a partir del 4 de noviembre del 2020 de nuevas medidas de seguridad en el Certificado Fitosanitario, Certificado Fitosanitario de Reexportación y sus respectivos certificados complementarios para exportaciones de plantas, productos vegetales y otros artículos reglamentados, en concordancia con los modelos especificados en la NIMF N° 12 “Certificados Fitosanitarios” de la CIPF. Estas medidas aplican para la emisión de Certificado Fitosanitarios en papel.

Las nuevas medidas de seguridad se detallan a continuación:

1- Medidas de seguridad propias del papel

1.1 Papel de Seguridad de 90 g/m2 de emisión controlada con fluorescencia nula ante la luz UV (365nm).

1.2. Marca de agua bitonal verificable a trasluz.

1.3. Presencia de fibrillas invisibles con fluorescencia verde y azul, verificable con luz UV (365nm).

1.4. Reacciones cromáticas irreversibles al utilizar sustancias químicas (protección contra falsificaciones).

1.5. Tamaño del papel A4 21 cm x 29,7 cm.

2- Medidas de seguridad visibles

2.1. Recuadro compuesto por micro texto en ángulo superior izquierdo. Se lee “SERVICIO NACIONAL DE SANIDAD Y CALIDAD AGROALIMENTARIA” con lupa 10x.

2.2. Roseta guilloche a continuación. Compuesta por líneas continúas ininterrumpidas.

2.3. Isotipo del SENASA reactivo a los metales blandos (coin reactive) en ángulo superior derecho. Se verifica raspando la zona con una moneda.

2.4. Imagen central de fondo:

2.4a. Presencia de microtextos de espesor modulado componiendo las letras de la abreviatura “senasa”.

2.4b. Efecto aura en el diseño de fondo.

2.5. Fondo antifotocopia. Aparece la leyenda “ES COPIA” al realizar una fotocopia con toner seco (medida sujeta a la tecnología utilizada).

2.6. Texto en blanco “Documento Oficial Senasa” sobre líneas de fondo.

2.7. Guarda en márgenes laterales compuesta por líneas grises, azules y celestes.

3- Medidas de seguridad invisibles

3.1. Fondo de seguridad perceptible sólo bajo luz UV (365nm).

3.2. Microtextos de tamaño modulado.

3.3. Complemento de las guardas laterales con línea invisible.

3.4. Isologotipo del Senasa centrado en el margen superior.

3.5. Isotipo del Senasa (tinta reactiva con monedas) con fluorescencia amarilla bajo luz UV (365 nm).

4- Medidas de seguridad al dorso

4.1. Código de barras para control y numeración (información propia de uso exclusivo Senasa).

La emisión de los documentos se realiza a través de un sistema informático, junto a la inclusión del Código Único de Validación Electrónica (CUVE), el cual permite consultar el contenido de dicho documento y a través de ella verificar la validez del mismo ingresando el código citado precedentemente en la página web de SENASA. Además, se agregó el Código QR como una manera adicional para consultar el contenido y la validez del documento.

Hasta su implementación definitiva, el Certificado con las medidas de seguridad actual continuará vigente y será utilizado en paralelo con esta nueva versión por un periodo estimado de 4 (cuatro) meses.

It is hereby inform that, as of November 4, 2020, new security measures will be implemented for the Phytosanitary Certificate, Phytosanitary Certificate for Re-export and its complementary documents required to export plants, plant products or other regulated articles, in accordance with the specifications of ISPM 12 ‘Phytosanitary Certificates’ of the IPPC. These measures apply only to the Phytosanitary Certificates issued on paper.

The new security features are detailed below:

1- Paper material security features

1.1 Controlled emission 90g/m2 Security Paper with null fluorescence under UV light (365nm).

1.2 Bitonal watermark verifiable against the light.

1.3 Presence of invisible fibres with green and blue fluorescence, verifiable with UV light (365nm).

1.4 Irreversible chromatic reactions when using chemical substances (protection against forgeries)

1.5 A4 paper size 21cm x 29.7cm.

2- Visible security features

2.1. Box composed of microtext in the upper left corner. It reads "SERVICIO NACIONAL DE SANIDAD Y CALIDAD AGROALIMENTARIA" with a 10x magnifying glass.

2.2. Guilloche rosette below. Composed of uninterrupted continuous lines.

2.3. SENASA isotype reactive to soft metals (coin reactive) in the upper right corner. It is verified by scraping the area with a coin.

2.4. Central background image:

2.4a. Presence of micro-texts of modulated thickness composing the letters of the abbreviation "senasa".

2.4b. Aura effect in the background design.

2.5. Anti-photocopy background. The caption "ES COPIA" (it means “COPY” in Spanish) appears when making a photocopy with dry toner (measure subject to the technology used).

2.6. White text "Documento Oficial Senasa" (“Senasa Official Document” in Spanish) on background lines.

2.7. Imprint in lateral sides composed of gray, blue and light blue lines.

3- Invisible security features

3.1. Security background visible under UV light (365nm).

3.2. Micro-texts of modulated size.

3.3. Complement of the side printings with invisible line.

3.4. Senasa isologotype centered on the upper margin.

3.5. Senasa isotype (coin reactive ink) with yellow fluorescence under UV light (365 nm)

4- Security features on the back

4.1. Barcode for control and numbering (information for the exclusive use of Senasa).

The issuance of the documents is carried out through a computer system, together with the inclusion of the Single Electronic Validation Code (CUVE), which allows the content of the document to be consulted and through it the verification of its validity by entering the aforementioned code on the SENASA website. In addition, the QR Code was added as an additional way to check the content and validity of the document.

Until its final implementation, the Certificate with the current security measures will remain in force and will be used in parallel with this new version for an estimated period of 4 (four) months.
