As an outcome of the OEWG on Building National Phytosanitary Capacity, the following papers were produced:

a draft concept paper on national phytosanitary capacity which included a definition of phytosanitary capacity; a draft strategy based on situation analysis and in which six strategic areas were identified as priorities; and a draft operational plan (these papers are also available as annexes to the report of the OEWG on BNPC) as well as a paper on mentoring as it relates to phytosanitary capacity building and aid effectiveness principles for phytosanitary capacity building analogous to those outlined in the Paris Declaration on Aid Effectiveness (2005). The 4th session of the Commission on Phytosanitary Measures has encouraged members to submit comments on the strategy and these other papers for consideration by the Bureau when it meets in June.

Submissions should be sent to the IPPC Secretariat by e-mail ([email protected]) no later than 1 June 2009.
