Participation in The Commission on Phytosanitary Measures (CPM)
Introduction:
This document is a guide for facilitating the participation of contracting parties in meetings of the IPPC and CPM, as well as in other meetings. It was created as a component of the IPPC Strategy for developing national phytosanitary capacity, which was approved by the Fifth Meeting of the Commission on Phytosanitary Measures (2010) of the International Plant Protection Convention. This document was prepared by Beatriz Melcho, Maria Ines Ares, Florencia Sanz y Maria Lourdes de Fonalleras, and was reviewed by the Capacity Development Committee of the IPPC, integrated by plant protection experts from the seven FAO regions. It corresponds to the accepted definition of national plant capacity and the strategy adopted by the CPM.
It was produced under the auspices of the IPPC Secretariat and funded by STDF 350 Project.
It was developed in cooperation with IICA, based on the Manual of Good Practices for Participation in Meetings of the International Plant Protection Convention (IPPC, 2009).
Goal:
To provide National Plant Protection Organization (NPPO) officials in each country technical and practical guidelines, to enable their effective participation in the Commission on Phytosanitary Measures (CPM).
