Procedures for effectively organizing for the CPM Meeting
The NPPOs are the representatives of the IPPC Contracting Parties, and are therefore responsible for organizing and undertaking the consultation process and preparation for meetings in such a way that national positions are the result of open and transparent discussion among public and private stakeholders with expertise on the issue.
Documents for discussion at the annual meeting of the CPM are made available on the IPPC website, so it is recommended to check the website periodically from the end of December onwards since documents may be uploaded in successive stages up to the week before the CPM meeting. Nevertheless, notification concerning the uploading of documents is sent via email to all contracting parties and RPPOs.
1. Institutional Consultation
Documents for the CPM meetings requiring institutional consultations should be sent to the relevant units of the NPPO in order to receive feedback in advance. Consultations should be undertaken with highly trained, specialist staff members to ensure well justified positions.
2. Consultations at National Level
Several items on the CPM agenda may require consultations at a higher level involving stakeholders from a country’s public and private sector. In that case, posting documents for consultation on national portals is strongly recommended. It is also recommended to conduct coordination meetings with key stakeholders and involvedauthorities,. This should be accompanied by appropriate notifications via a variety of comunication media, for example, press releases, emails etc. These consultations should be undertaken at the highest technical level available in the country in question.
3. Regional Activities
Several Regional Plant Protection Organizations (RPPO) hold meetings to evaluate matters to be addressed at the CPM meetings and to coordinate regional positions on issues that deserve to be addressed as such. It is important to achieve the strengthening and complementing of national positions through regional activity. IPPC Workshops
4. Workshops
Each year, the FAO organizes regional workshops on draft standards for different Regions where it organizes discussions on matters related to draft standards and the preparation of comments as a basis for national statements. These Workshops also provide the opportunity to discuss regional issues and to address other matters related to the core activities of the IPPC.
