This guide describes the components of phytosanitary capacity evaluation (PCE) and how it may be applied to evaluate current national phytosanitary capacities against the goals of the national plant protection organization (NPPO). It gives guidance on how to use various strategic planning tools to identify strategic issues, priorities that should be addressed, and specific activities to address these priorities. The logical framework approach is introduced as a powerful tool for organizing projects. This document also guides users in the preparation of a realistic budget and a work plan for development projects that will facilitate tracking and can be used to evaluate progress in project implementation.
