The IRSS survey on the implementation of ISPM 6: Guidelines for surveillance was undertaken to understand the global situation for plant pest surveillance. Plant pest surveillance is a foundation function of contracting parties, with outputs used by national plant protection organizations (NPPOs) as the basis for listing regulated pests, determination of pest status in an area and pest categorization, all which enable the conduct of pest risk analysis. The survey covered policy and legislative environment, organizational structure, competencies and culture, documented procedures, general surveillance, specific surveys, pest diagnostics and resources.
