CPM Focus Group on Diagnostic Laboratory Networking

The importance of proper, rapid and accurate pest diagnostics to NPPOs: Diagnostic expertise is one of the major capabilities for the proper functioning of any NPPO. For many countries, however, the availability of diagnostic expertise or services is severely restricted because of limited structural capacity and know-how. Any country wishing to take part in the trade of agricultural commodities must be able to demonstrate that its products are free from pests. To do that, access to diagnostic services is essential.

The purpose of the Focus Group: is to support the objectives of the IPPC strategic framework 2030 to enhance global food security and protect the environment from the impacts of plant pests. Established in March 2023 (CPM-17) and with the subsequent adoption of its Terms of Reference by CPM-18 (2024), the Focus Group was further extended by the Nineteenth Session of the Commission on Phytosanitary Measures (CPM-19, 2025) until CPM-22 (2028).

According to the IPPC strategic framework 2020-2030, establishing a network of diagnostic laboratory services and diagnostic protocols to help countries identify pests in a more reliable and timely manner.

The desired 2030 outcome: is that an international network of diagnostic laboratory services provides reliable and timely pest identifications. National laboratories with strong diagnostic functions are officially recognized as capable of offering reliable services within regions or globally, reducing the need for all countries to develop duplicated capacity.

CALL FOR FOCUS GROUP EXPERTS:

A call for focus group members will soon be launched. Nominations are sought by national and regional plant protection organizations, following its Terms of Reference. Selection of members will be made by the CPM Bureau.

A first in person meeting is planned for 13-17 October 2025 (venue TBC).
