The CPM Financial Committee (FC) meeting was held on 3 October 2016 in Rome, Italy. The meeting was chaired by Ms Lois Ransom, the CPM Chair from Australia, and opened by Mr Jingyuan Xia, the IPPC Secretary. The meeting was attended by Mr Lucien Kouame Konan (Côte d Ivoire) and Mr Ralf Lopian (Finland) as well as Mr Craig Fedchock (the IPPC Advisor) and Mr Marko Benovic (the IPPC Financial Consultant). For the first time, Mr Francisco Tristante from the European Union was invited to participate in the meeting as an observer.
The CPM FC discussed mainly the recent resource mobilization efforts of the IPPC Secretariat, the draft document of the IPPC Secretariat Work Plan and Budget for 2017, sustainable funding mechanism for the Secretariat, financial aspects of the International Year of Plant Health (IYPH 2020), progress on ISPM 15 symbol cost reimbursement and plans for a donor conference in 2020. The issue on establishment of the sustainable funding for the IPPC work programme was discussed in depth and proposed to the CPM Bureau and the IPPC Strategic Planning Group (SPG) for further consideration during the same week.
The CPM FC noted changeling financial situation of the IPPC Secretariat, especially with regard to the IPPC Multi-donor trust fund and proposed that short- and long-term funding options are pursued further. The CPM FC proposed certain improvements to the proposed IPPC Secretariat Work Plan and Budget for 2017 and endorsed its draft.
