Moving towards development of an IPPC Monitoring and Evaluation Framework

Leanne Stewart, IPPC IRSS manager, met with Cecile Kusters of the Centre for Development and Innovation from 19 - 20 June 2017 at Wageningen University in the Netherlands. The purpose of this meeting was to finalize the draft Monitoring and Evaluation (M&E) Matrix and indicator categories, as well as the Theory of Change (TOC) schematic.

Meeting participants reviewed the draft matrix and updated it to include additional targets, key evaluation questions, additional indicators and methods of data collection. The ToC schematics and narrative were also reviewed and updated.

The next step for development of the IPPC M&E framework will be a stakeholder engagement meeting planned for September 2017. The meeting will be undertaken using a participatory approach, including familiarization of M&E and ToC concepts, participant presentations of their own national M&E processes, indicator brainstorming, and discussion and feedback on the draft IPPC M&E framework. An outline for Phase II of this M&E project was drafted and will cover developing an M&E plan for implementation of the framework.

The development of an M&E framework works towards the internal IPPC Secretariat goal of One IPPC and the general goal for the IPPC towards 2020 to increase overall capacity of contracting parties to implement the Convention and its international standards. The IPPC Secretariat is firmly committed to working collaboratively as it continues to develop the M&E framework.
