Regulation of wood packaging material in international trade

The regulations regarding wood packaging materials are made by you as FAO in international trade. A contract with the short name IPPC (International Plant Protection Convention) has been prepared by you in order to conduct the import and export of plant materials in a sound way. This contract was opened for signature in 1952 and Türkiye became a party to this contract on 29 July 1988. The member countries that are parties to the International Plant Protection Convention (IPPC) request the goods and materials that come to their countries by export, as well as the wood packaging materials used for transportation and protection, to be subjected to heat treatment in accordance with the ISPM 15 (International Phytosanitary Measures-Wood Packaging Material) standard published by you. The competent authorities of the countries concerned send back only wood packaging material by taking the export product coming to their country together with or the packaging material and export product without accepting it at all in order to protect their country from harmful organisms, if it is determined that the relevant wood packaging material has not been heat treated according to ISPM 15 standard. Please find attached the reply and attached table given by the IPCC Secretariat in response to the letter sent to FAO by our Ministry. As can be seen in the table, Türkiye is among the countries that require the conditions of compliance with the ISPM 15 standard within the scope of the IPPC contract to which our country is a party. Although the expiry date of Türkiye's compliance with the ISPM 15 standard is 26 September 2023 in the list sent, Türkiye is still looking for ISPM 15 compliance both in the wood packaging materials used with the goods in the products it exports and in the wood packaging materials that come with the goods through import to Türkiye. Due to the expiry of the period on 26 September 2023, it is seen that Türkiye is not included in the list of FAO at https://www.ippc.int/en/countries/all/ispm15/. Türkiye continues to implement all measures very strictly in terms of phytosanitary measures. As long as there is no change in the measures taken by FAO, we would like to state that as Türkiye, we will seek the ISPM 15 requirement for both the products we export and the wood packaging materials that come with the goods through import to Türkiye until 01.01.2050.

For this reason, kindly request that the name of Türkiye be added by updating the list of countries that meet the FAO's international ISPM 15 standard at https://www.ippc.int/en/countries/all/ispm15/. In addition, in order for Türkiye to fully fulfill its responsibilities under the international Plant Protection Convention to which it is a party, we are constantly renewing the "Regulation on Heat Treatment and Marking of Wood Packaging Materials", which we are implementing in our country, according to both the updates in the international ISPM 15 standard and the needs of our country. Amendment procedures have been completed in the implementation regulation prepared by Türkiye, and a new regulation will be published in the near future. NPPO contact points of all countries have been informed in this regard. With the new regulation; As the Ministry of Agriculture and Forestry, in addition to the conditions requested in the ISPM 15 standard, new responsibilities and additional measures have been introduced to the companies and exporters to which we have authorized ISPM 15 marking. In Türkiye, the obligation to mark the traceability have been imposed in addition to the heat treatment application made by the companies authorized by the Ministry of Agriculture and Forestry to mark the ISPM 15 marking on the wood packaging materials to be used in exports and the ISPM 15 marking. The Ministry of Agriculture and Forestry will monitor all processes until the product leaves the furnace where the heat treatment is applied with the traceability mark to be applied to the wood packaging materials and reaches the exporter. The sale of wood packaging materials to be used in exports is prohibited without a heat treatment report or graphic output showing that they have been heat treated and marked in accordance with the ISPM 15 standard at a temperature of 56°C and above for at least 30 minutes. It is obligatory to have an original copy of the heat treatment report or graphic output of the heat treated wood packaging material approved by the heat treatment operator attached to the invoice of the product of the sold batch. Different administrative measures and severe penalties have also been imposed in addition to the additional measures taken technically regarding the application of heat treatment. As Türkiye, our aim is that no wood packaging material used in exports made by our country should carry harmful organisms. Harmful organism controls are carried out with the same sensitivity in wood packaging materials that come to Türkiye through imports of goods. Additional measures have been taken outside the conditions specified in the ISPM 15 standard in order to eliminate the threat of harmful organisms originating from wood packaging materials that will pose a threat to the plant health of Türkiye and come with goods from other countries. This measure is the verification and certification of the country code contained within the ISPM 15 logo on wood packaging materials. This process is the approval by the country where the code on the goods is owned or the authorized entity with a heat treatment report or graphic showing that the wood packaging materials used with the goods are subjected to heat treatment in accordance with the ISPM 15 standard. The heat treatment report or graphic documented by the relevant country or the authorized enterprise must include the date of heat treatment, the authorized company/person performing the heat treatment and numerical or graphical information that it has been treated for at least 30 minutes at a temperature of 56°C and above. This document will be attached to the invoice for the goods coming to Türkiye through import. I kindly request you to be informed about the additional measures taken by Türkiye within the scope of phytosanitary measures and to add Turkey again to the list of countries requesting the ISPM 15 standard.
