Introduction to IPPC implementation: your questions answered

As part of its mandate, the IPPC Secretariat endeavours to be as close as possible to the needs of NPPOs and RPPOs. In that regard, the IPPC Secretariat recognises the need to provide clarity on implementation and capacity development activities, especially for new NPPO and RPPO staff. The IPPC Secretariat also aims to provide clear guidance on how to access the wealth of materials, information and tools freely available on the International Phytosanitary Portal (IPP).

The webinar will be held in English with simultaneous interpretation in Spanish and French. The IPPC Secretariat is very grateful to the Inter-American Institute for Cooperation on Agriculture (IICA) for their support in providing Spanish interpretation for this event, and to the Ministère de l'Agriculture et de l'Alimentation and FranceAgriMer for their support in providing French interpretation.

This webinar will explore the role of the Implementation and Facilitation Unit (IFU) within the IPPC Secretariat and will demonstrate, through a practical presentation, implementation and capacity development products, including guides, e-learning courses and on-line tools that are freely available to all members of the international phytosanitary community.

Anyone else who would like a better understanding of the Implementation and Capacity Development Committee (IC) and the IPPC Secretariat and their roles in capacity development supporting the implementation of the International Plant Protection Convention (IPPC) and international standards for phytosanitary measures (ISPMs).

Ahmed Abdelmottaleb Ahmed Abdelmottaleb is a phytosanitary expert and certified trainer, he has extensive experience as an agronomist in the fields of plant protection and quarantine, at two different NPPOs in the near east region (Egypt and Qatar), mainly in phytosanitary inspection, Pest Risk Analysis, and Pest Free Areas. Ahmed is also a member of the Implementation and Capacity Development Committee of the IPPC as the regional representative for the Near East and North Africa (NENA) region. He is involved in phytosanitary activities and projects at a national, regional and international level and is contracted by FAO as an international phytosanitary expert.

Stephanie Bloem Stephanie Bloem is NAPPO’s Executive Director. In this role, she manages the NAPPO Secretariat’s human and financial resources while leading the fulfilment of the NAPPO Executive Committee’s strategic plan, annual work program, and cross-cutting priority goals for North America. Stephanie was born in Mexico and grew-up in Guatemala. She has an undergraduate in Biology from Universidad del Valle de Guatemala and a Doctorate in Entomology from the University of California at Davis. During her career, she has authored more than 60 peer-reviewed publications as well as several book chapters on topics such as taxonomy and systematics, sterile insect technique, inherited sterility, and risk management. Stephanie is the Implementation and Capacity Development Committee (IC) representative for RPPOs.

Faith Ndunge Faith Ndunge has a background in Horticulture and works with Kenya Plant Health Inspectorate Service (KEPHIS) where she is the Ag. Head of Trade and Standards Department. She has the overall responsibility of Coordinating trade facilitation, market access negotiations, standard setting and implementation as well as trade policy analysis and reviews. She has experience in implementation of ​phytosanitary systems and standard setting at the National, Regional and International levels. In addition to this she has been active in capacity building of staff, stakeholders and other phytosanitary practitioners on phytosanitary measures. She is a member of the Implementation and Capacity Development Committee of the International Plant Protection Convention (IPPC-FAO).

Dominique Pelletier Dominique Pelletier is the Chair of the Implementation and Capacity Development Committee, or IC, and National Manager of the Forestry Section at the Canadian Food Inspection Agency. He has been a member of the IC since its inception in 2017, representing North America, and has been involved in many of the Committee’s topics, including IRSS (now IPPC Observatory), the development of tools for the establishment of systems approaches, the IC Team on Projects, and the Sea Container Task Force. He has worked for over 18 years within his NPPO, primarily in the horticulture and forestry sectors, as well as in international trade matters. Until recently, he was involved in the planning and delivery of the North American Plant Protection Organization’s (NAPPO) work programme.
