During CPM-14 (2019), the concept of emerging pests and emergency issues was discussed and several countries expressed concern regarding the outbreaks of Spodoptera frugiperda (Fall Armyworm), strongly advocating for Strengthening Pest Outbreak Alert and Response Systems, as there are currently no such global systems in place within the IPPC Community.
CPM-14 (2019) clarified that reports submitted and statements made as part of this standing CPM agenda item should address the following points:
The IPPC Secretariat is currently involved globally in the prevention of Spodoptera frugiperda (Fall Armyworm) and of Fusarium oxysporum f. sp. cubense Tropical Race 4 (TR4) (Fusarium Wilt TR4) and these pests will be included in the IPPC programme on Strengthening Pest Outbreak Alert and Response Systems. Contracting Parties are therefore invited NOT to provide an update on these two pests but rather provide alerts on other pest outbreaks which could have regional impacts.
All submissions received by the deadline and addressing the above points will be compiled into a CPM document.
A maximum of three (3) alerts will be further selected by the IPPC Secretariat based geographic representation and diversity of the pests for a 5 minute intervention by the submitter.
