NPPOs and RPPOs,
As you may be aware, CPM-7 (2012) recently adopted several recommendations for improving the IPPC Standard setting process, which will be appended to the CPM-7 (2012) meeting report. The CPM had also agreed that the Secretariat would slowly implement these recommendations. Over the next few months there will be three opportunities into the development of ISPMs, described below.
Substantial concerns commenting period (15 May to 30 September 2012)

Draft ISPMS that were submitted for member consultation in 2011 have now been revised by the SC-7. These will be posted in the IPPC Online Commenting System (OCS) and NPPOs and RPPOs will be invited to identify substantial concerns that they consider were not fully addressed in response to member consultation comments. This substantial concerns commenting period replaces the former commenting period that ended 14 days prior to CPM and will be the last opportunity for members to identify substantial concerns on draft ISPMs. The stewards and SC will consider these substantial concerns when revising the draft ISPMs. Once the SC recommends the draft ISPM to the CPM, the draft ISPMs will be only subject to a formal objection. Hence, there will be no drafting of ISPMs during CPM.
The following two draft ISPMs will be considered in this commenting period:
Approved treatments associated with wood packaging material (revision to Annex 1 to ISPM 15) (2006-011)
Pest risk analysis for plants as quarantine pests (draft Annex to ISPM 11) (2005-001)
Member consultation on draft Specifications (1 June to 31 July 2012)

This member consultation remains unchanged except that the OCS will be used to gather comments. The following two draft specifications will be considered in this member consultation:
International movement of grain (2008-007)
International movement of cut flowers and branches (2008-005)
Member consultation on draft ISPMs (1 July to 20 October 2012)

This member consultation will start and end later than 2011. (Note these dates will change in 2013).
In 2012, the following five draft ISPM will be considered in this member consultation:
Electronic certification (draft Appendix to ISPM 12) (2006-003)
Determination host status of fruits and vegetables to fruit fly (Tephritidae) infestation (2006-031)
Establishment of fruit fly quarantine areas within a pest free area in the event of an outbreak (draft Annex to ISPM 26) (2009-007)
Diagnostic protocol Guignardia citricarpa Kiely (draft Annex to ISPM 27) (2004-023)
Diagnostic protocol Tilletia indica Mitra (draft Annex to ISPM 27) (2004-014)
