A capacity development training session and range of side sessions will take place during the week of the ninth session of the Commission on the Phytosanitary Measures (30 March- 4 of April 2014) at FAO headquarters in Rome, Italy.
The training session will take place on the Sunday before the CPM, and the side sessions will take place during the week. The CPM-9 schedule has been adjusted to allow for a two-hour break between the CPM plenary sessions, allowing delegates to participate in the one-hour side sessions and still allowing time for lunch. All CPM-9 side sessions will be held in English only. (In the future, interpretation during side sessions may be possible if funds are offered).
Further information on each of the sessions and the tentative schedule is outlined below.
All contracting parties are encouraged to take this opportunity to participate actively in the side sessions during CPM-9.

Pre-CPM Training Session

The IPPC Secretariat and Capacity Development Committee present this training session to offer participants of the CPM-9 opportunities for hands-on training on the obligations, rights and responsibilities of contacting parties to the IPPC, exercises to prepare for the CPM meeting, and the launch of materials to support strengthened participation in IPPC meetings. The materials are co-produced by the IPPC Secretariat and the Inter-American Institute for Cooperation on Agriculture (IICA), under the direction of the Capacity Development Committee, with funding from the Standards and Trade Development Facility, and are part of the implementation of the IPPC Capacity Development Workplan.
All CPM delegates are welcome to attend, but prior registration is required at https://www.surveymonkey.com/s/RR86DS9. Delegates who received financial assistance to attend CPM are required to attend this session (pre-registration is still needed, even for those whose attendance is required). The main training session will be held in English, with discussion groups in English, Spanish, French and Arabic.

Update cold treatment related activities

IPPC Secretariat facilitated an Expert Consultation on Cold Treatments (ECCT) which was held in December 2013 in Buenos Aires, Argentina. Outcomes from the ECCT will be shared in this side session including:
How to address issues related to the development of cold treatments as well as the experimental design. Now to differentiate between treatment failure and logistical problems The large number of approved cold treatments in existence and how to make them publically available The need to enhance communications between NPPOs (exporting and importing) for the submission of many approved cold treatments to the IPPC in response to the next call for treatments. Participants felt the need to continue collaboration on the research to support the development of temperature phytosanitary treatments and an independent network of researchers[1] was established.
Phytosanitary treatments for Bactrocera dorsalis complex An expert consultation is being planned for December 2014 which will bring together the world s leading treatment researchers on Bactrocera dorsalis complex treatments. In discussions with the Standards Committee it was felt this type of meeting would be of particular interest to those areas in Africa affected by this pest. Japan had offered to host this meeting in Okinawa, Japan. The IPPC Secretariat is currently soliciting nominations of experts to participate in his meeting.
IPPC technical resources: Market Access and Transit

The IPPC Secretariat and Capacity Development Committee launch new technical resources that were developed under the auspices and financial support of the IPPC Secretariat to support contracting party implementation of the IPPC and its standards. These materials specifically address Market Access and Transit,. This side session will provide participants with an overview of the development and content these resources and opportunities to be involved in the next steps of their development and use.
Guide to Phytosanitary Issues of Market Access for NPPOs: This manual provides information and context on phytosanitary aspects of market access negotiations. It describes options to gain market access with the least hindrance to trade while preventing the introduction and spread of pests into new areas. The manual includes an overview of the international plant health regulatory framework, the role of pest risk analysis in market access negotiations, and practical information for achieving and maintaining market access. The manual will be launched in English, French, Spanish, Arabic and Russian. Guide to Phytosanitary Issues of Transit for NPPOs: This manual provides practical information to help NPPOs identify whether consignments in transit pose phytosanitary risk and how to manage the risk appropriately. All of these materials are part of the implementation of the IPPC Capacity Development Work plan and form a foundation for future capacity development activities including workshops and train-the-trainer activities. The materials will be freely available on the Phytosanitary Resource Website (http://www.phytosanitary.info/) for use by NPPOs, RPPOs and others.

Systems approaches and tools developed in the STDF project 328

This side session will present an overview of System approaches and tools developed in the Beyond Compliance project, funded by the Standards and Trade Development Facility (STDF).
The outputs of the project include tools to strengthen decision-making and negotiation processes for systems approaches in order to enable efficient and science-based phytosanitary market access negotiations. These tools help to identify practical options for effective and cost-efficient combinations of phytosanitary measures, which can help the NPPO strengthen interactions with exporters and in market access negotiations.
The IPPC Secretariat participated as a member of this project s steering committee to provide phytosanitary capacity development expertise. The session will be presented by the project s implementers.
IPPC Technical Resources: Dielectric Heating treatment manual and quick guide and pest risk analysis awareness-raising materials

The IPPC Secretariat and Capacity Development Committee will launch technical resources on dielectric heating as a treatment for wood packaging material and awareness-raising materials for pest risk analysis. This side session will provide participants with an overview of these resources and opportunities to be involved in the next steps of the development and use of the capacity development materials.
This side session will launch:
Dielectric heating: Dielectric heating is a newly approved treatment for wood packaging material that uses heat from electromagnetic energy to disinfest the wood. CPM-8 (2013) approved dielectric heating as a phytosanitary treatment for wood packaging material as part of International Standards for Phytosanitary Measures (ISPM) No. 15, Regulation of wood packaging material in international trade. The session will launch a a quick guide on dielectric heating, providing a short and easy-to-ready introduction to the treatment, its relationship to ISPM 15, and the role of NPPOs, and a more detailed and technical manual on Dielectric Heating treatment currently in the final stages of development
Pest Risk Analysis Awareness-Raising materials: Many national plant protection organizations understand the key role of pest risk analysis and have received training on the process, but lack the human and financial resources to carry out pest risk analysis. These resources have been developed in cooperation with USDA-APHIS pest risk analysis laboratory and the International Advisory Group on Pest Risk Analysis to support NPPOs to raise awareness on the importance and utility of pest risk analysis. These resources include videos, short brochures and attractive presentations to empower plant protection leaders to communicate to high-level leaders in finance, trade, agriculture, food security and the environment that pest risk analysis is an important investment.

Regional perspectives: Emerging Pests

The IPPC Secretariat, in collaboration with the Capacity Development Committee and FAO AGP Regional Plant Production and Protection Officers, will hold a seminar on Emerging Pests. The emerging pests that will be presented are:
Maize Lethal Necrosis Disease (MLND) in East Africa Red Palm Weevil and Tuta absoluta in the Near East Potato moth, Tomato moth and Webworm in Central Asia and Eastern Europe Cassava pink mealy bug in Asia. The seminar will discuss the major emerging pest challenges in each region is challenging and will give an opportunity for a fruitful discussion after the seminar.
NPPOs and Plantwise

Plantwise is a global collaborative programme, led by CABI, to improve food security and livelihoods by reducing crop losses. This is achieved by working with extension services to establish plant clinics which provide farmers with advice on plant health problems and to provide a plant health knowledge bank. Plantwise works to strengthen linkages among stakeholders in national plant health systems such as National Plant Protection Organisations (NPPOs), extension services and research organizations. The Plantwise policies on pest reporting and the use of plant clinic data take into account the role of the NPPOs under the International Plant Protection Convention (IPPC). As of 2014, 33 countries are participating in the Plantwise programme.
The purpose of this side event is to examine how the linkages that Plantwise facilitates can support NPPOs, and the relationships between NPPOs and extension services supported by Plantwise. CABI and the IPPC Secretariat will outline the current approach and provide an update on joint activities. This will also include reporting on a pilot Workshop on IPPC National Reporting Obligations and Plantwise that brought together representatives of NPPOs, research and extension from four East African countries. Some country delegates will present on the existing linkages of the national Plantwise programmes with the NPPOs of their countries.
NPPOs experiences: Preparation and responding to natural disasters

The IPPC Secretariat and Capacity Development Committee hosts an opportunity to learn from selected contracting parties and RPPOs on the steps taken to mitigate phytosanitary impacts of natural disasters particularly on agriculture in terms of trade disruption, environment, food security and other related issues.
This session will cover mechanisms/processes that the NPPOs and RPPOs have in place to engage relevant stakeholders in emergency preparedness and response in relation to phytosanitary issues.
