The IPPC is governed by the Commission on Phytosanitary Measures (CPM), which was established under Article XII of the New Revised Text of the IPPC, approved in 1997, and serves as the Convention's governing body, while also being a FAO Statutory Body.
CPM was established in 2005 building on the Committee of Experts on Phytosanitary Measures (CEPM), whose first session was held in 1993.

A scanned copy of duly signed Credentials should be submitted to [email protected] for the IPPC Secretariat to undertake a preliminary review to check if they meet the criteria for acceptance.
Original credentials should be submitted at the Registration Desk or at the Documents desk.
NOTE: If your Credentials have already been submitted to the FAO/IPPC as a copy in digital form, the ORIGINAL should still be deposited upon registration at the Registration Desk or at the Documents desk (A building 1st Floor) at the start of the CPM meeting.
Validity of Credentials:
Please note that Credentials of Members and Associate Members of the Organization shall be valid only if they:
i. bear the signature, or are signed on behalf of, either of the following: the Head of State, the Head of Government, the Minister of Foreign Affairs or the Minister of the Department concerned; or
ii. are letters signed by an ambassador, chief of mission, or chargé d'affaires, which contains a phrase confirming that they are acting upon instruction of their government; or
iii. are "Ordres de Mission" if specific mention is made to the current session of the CPM-20 and if they are signed by the Minister concerned; or
iv. are Notes Verbales; or
v. are scanned copies of the original credentials (See NOTE above).
Please note that in most cases Nomination letter cannot be accepted as a Credential.
