APHIS recognizes that it is not a matter of whether there will be another fruit fly outbreak, but when. During the next five years, APHIS intends to bolster its capacity to meet this challenge and prevent establishment of exotic fruit flies by accomplishing the initiatives listed in the strategic plan.
