Emergency response manual

The United States Department of Agriculture–Animal and Plant Health Inspection Service prepared the Emergency Response Manual as a field reference to help employees quickly find the information they need when responding to a plant health emergency. Use the manual when following the Incident Command System (ICS) to manage a threat to U.S. agriculture and natural resources. The manual provides the following guidance for responders to plant health emergencies in the United States and Territories: - Descriptions of pertinent authorities
- Organizational guidelines for ICS that facilitate a quick response
- Directions for using ICS to develop and manage a response
- Instructions for assigning specific responsibilities to individuals
- Instructions for developing an Incident Action Plan
- Lists of necessary activities
- Summaries of responsibilities of PPQ Headquarters and Regional Stafflevels related to providing support and services in the field
