7 June 2019, Rome - The IPPC Financial Committee (FC) met from 6 to 7 June 2019 before the Commission on Phytosanitary Measures (CPM) Bureau meeting which began on 10 June 2019. The FC mainly discussed ways to link the IPPC Strategic framework for 2020-2030, the 5 year investment plan of the IPPC Secretariat for 2020-2024, and the IPPC Secretariat Work Plan and Budget for 2021.
The FC received an update on the financial situation of the IPPC Secretariat and focused its discussion on the IPPC Secretariat Work Plan and Budget for 2021. The IPPC Secretariat presented the status of implementation of its Work Plan and Budget for 2019, the resource mobilization report for 2019 and reviewed the Work Plan and Budged for 2020. The FC discussed funding for the International Year of Plant Health (IYPH) in 2020 and for the IPPC ePhyto solution. It also discussed funding for eCommerce and Emergency pest response initiatives. Furthermore, the FC discussed the Sustainable funding initiative of the IPPC Secretariat in view of the FAO Conference in June 2019.
The FC concluded that the IPPC Secretariat is successfully implementing the work plan and budget for 2019, and urged Contracting parties to support its work programme, in particular budget items linked to promoting the International Year of Plant Health 2020. The FC also recognized IPPC Secretariat s good financial stewardship.
FC agreed to link the IPPC Secretariat Work Plan and Budget for 2021 and the IPPC Strategic Framework for 2020-2030 by using the 5 year investment plan adopted at CPM-14. A first draft of the Work Plan and Budget for 2021 will be ready for the FC October 2019 meeting.
The FC meeting, held at FAO Headquarters in Rome, was chaired by Mr. Greg Wolff (Canada - FC Chair), and opened by Mr. Jingyuan Xia, IPPC Secretary. The meeting was attended by Ms Kyu-Ock Yim (Republic of Korea - FC member), Mr Lucien Kouame Konan (Côte d Ivoire - FC and CPM Bureau member), Mr Craig Fedchock (IPPC Adviser) and Mr Marko Benovic (Budget and Planning Officer of the IPPC Secretariat).
